JEMHC database maintenance for SOC2 audit purposes

As part of SOC2 we're enabling db schema change auditing. Mail processing in/out will be paused for the duration of this work. Backlog will be cleared on resumption. Interactive functionality will be limited as the work continues. No data loss is anticipated.
